Terms of Use

This portal is operated for the Mehfooz Punjab cybersecurity training initiative of the Government of the Punjab. By accessing the portal, submitting an application, or participating in the programme, you agree to these Terms of Use and to the accompanying Privacy Policy.

If you do not agree with these terms, please do not use the portal. If you are under 18, you should review these terms with a parent or guardian before applying.

The portal exists to inform citizens about the programme and to process genuine applications. When using it, you must not:

• Attempt to gain unauthorised access to any part of the portal, its servers, or the data of other applicants.
• Probe, scan, or test the portal for vulnerabilities, or interfere with its availability, except under a written authorisation from the programme office.
• Submit applications on behalf of another person without their knowledge and consent, or submit multiple applications to manipulate selection.
• Upload or transmit malicious code, or use automated tools to scrape, flood, or spam portal forms.
• Impersonate programme staff, government officials, or the programme itself, on the portal or elsewhere.
• Use portal content or branding to solicit money from applicants — training under Mehfooz Punjab is free of charge and no fee is payable to anyone at any stage.

We may suspend or restrict access, and disqualify applications, where these terms are breached. Conduct that may constitute an offence under the applicable laws of Pakistan may be referred to the appropriate authorities.

Selection for the programme is on merit and depends on the accuracy of the information applicants provide. By submitting an application you declare that:

• All particulars provided — including your name, CNIC or B-Form number, date of birth, district of residence, and educational qualifications — are true, complete, and belong to you.
• Any documents you upload or later present are genuine and unaltered.
• You meet the eligibility criteria stated on the portal at the time of applying, or you will promptly inform the programme office if your circumstances change.

Providing false or misleading information, or forged documents, may result in rejection of the application, removal from training, withdrawal of any certificate issued, and — where the conduct amounts to an offence — referral to the competent authorities. If you discover an honest mistake in your application, contact the programme office to have it corrected rather than submitting a duplicate application.

Students enrolled in the programme represent a public initiative and are expected to uphold its standards. Enrolled students must:

• Treat instructors, staff, and fellow students with respect, regardless of gender, background, district, or belief.
• Attend classes and labs regularly and meet the attendance thresholds notified at enrolment.
• Complete assessments honestly — plagiarism, impersonation in tests, and unauthorised collaboration are treated as misconduct.
• Keep personal lab account credentials confidential and never share or transfer access to programme systems.
• Refrain from harassment, intimidation, or discrimination of any kind, whether in person or online.
• Care for training facilities and equipment provided at public expense.

Breaches of the code of conduct are handled under the programme's disciplinary procedure and may result in warnings, suspension, or removal from the programme.

The programme teaches offensive and defensive security skills — including ethical hacking, digital forensics, and incident response — strictly for lawful, defensive purposes. As a condition of enrolment, every student agrees that:

• Security tools and techniques taught in the programme will be practised only inside the authorised, isolated lab environments provided by the programme, or on systems for which the student holds explicit written permission.
• No scanning, exploitation, interception, or access attempt will ever be directed at real-world systems, networks, or accounts without authorisation — doing so is both a breach of these terms and potentially a criminal offence under the laws of Pakistan governing electronic crimes.
• Malware samples, exploits, and attack tooling provided for training will not be copied out of the lab environment or distributed to any third party.
• Vulnerabilities discovered in programme systems will be reported responsibly to programme staff, not exploited or disclosed publicly.

Unless otherwise indicated, the content of this portal and of the programme — including text, curriculum outlines, lab exercises, course materials, graphics, logos, and the Mehfooz Punjab name and identity — is the property of the Government of the Punjab or is used under licence from its owners.

• You may view, download, and print portal content for personal, non-commercial use, such as preparing your application.
• Enrolled students may use course materials for their own study during and after the programme.
• You may not reproduce, sell, or redistribute programme materials, offer them as part of a paid course, or present them as your own work.
• Third-party certification names and trademarks referenced on the portal belong to their respective owners and are used for identification only.

We work to keep the information on this portal accurate and current. Nevertheless:

• Programme details — including intake dates, seat numbers, course content, and certification pathways — may change as the programme develops; the portal will reflect the latest position.
• Publication of information on this portal does not by itself create an entitlement to admission, training, certification, or employment.
• While the programme prepares students for cybersecurity careers, it does not guarantee any particular employment outcome.
• External links, where provided, lead to sites we do not control, and their content is not endorsed by the programme.
• The portal is provided on an as-available basis; access may be interrupted for maintenance, upgrades, or reasons beyond our control.

These terms may be revised from time to time, for example when new programme phases open or portal features change. The “last updated” date at the top of this page shows the current version, and material changes will be announced on the portal. Your continued use of the portal after a revision takes effect constitutes acceptance of the revised terms.

This portal is operated from, and the programme is delivered in, the Province of Punjab, Pakistan. These terms, and any matter arising from use of the portal or participation in the programme, are governed by the applicable laws of Pakistan and of the Province of Punjab, and are subject to the jurisdiction of the competent courts and forums of Punjab.

Nothing in these terms limits any right or protection available to you under applicable law, or any power of the Government of the Punjab to administer the programme in the public interest.

Questions about these terms, reports of misuse of the portal or of the programme's name, and requests for permission to reuse programme materials should be directed to the programme office.
